Copperdeck2 wall and Mormegil Icons. Is this site a rip?

This website has contacted me for work and I noticed Pictudios wallpaper and Mormegil's icons (I think thier mormegil's) being used. I don't want work from people who might be ripping other people.
Would like some constructive feedback on this issue.
I couldn't find (site designed by .....) anywhere.

If you go to this page http://www.world-federal-network.com/introduction.php and give it time to load, you will see that all the "templates" use "Love's Dying Embers" by BoXXi as a background. Oh, wait a minute, that's ME!, I don't remember giving ANYONE permission to use that image.

If the guy who owns that site reads this, I suggest he remove those images.
