Start11 task bar positioned at top will sometimes keep the desktop bounds as if it was on the bottom

As seen in the photo. I have the taskbar at the top, with a maximized window. The bottom is clear, and shows my desktop (red). This seems to happen from time to time when I turn on the screen after inactivity/starting from sleep. I've enabled the enhanced taskbar with Windows 10 style. It seems to reset if I set the taskbar position to bottom and then top again though.
