Fences positioned at the bottom of the Screen

This is what I mean by roll-up from the header instead of down. If the Fence header is at the bottom of the screen, is there a way to make it Roll-Up from the header?

Ah, you mean the title bar stays at the bottom and the fences area move up. No, from what I know, there is no such option.
