Start11 Windows 10 Start Button Option

I am trying to populate new groups in the Windows 10 Start Button option on my Windows 11 laptop. I create the groups I want and then try to populate them with icons for the pinned apps. As I try to drag them into position, some groups are erased!  Also, it is impossible to move a group to a different position. New groups always show up at the bottom, and I can't drag it up to replace the group that Start11 inappropriately deleted! This interface is nearly unworkable.
