Menu Opens Left of Center

I've noticed that when you click the Windows tab on the taskbar the menu pops up & is not centered, it's to the left of center. I can adjust each side to center the menu (top image) so it's even on both sides of my screen. However when you click the Windows tab again it goes left of center again (bottom image). Is there a settings that keeps it centered?
