Icon Packager 10 Broken?

No way to load zip files from Wincustomize into IP10

Just bought IP10 and the OD Suite. Downloaded some Icons that I really liked and they came as zip files. No matter what forum I have looked on or what directions I have followed I cannot get IP10 to load the Icons as a package to use... or to even recognize them at all. Is the current build broken or did I just download the only bad files there are on WinCustomize?
