These are Gibberish, not Chinese.
This is dialog after click "Cancel (?)", This is Chinese, but not understandable. It says "Installer not finished!", and yes and no button. What should I click on?

I'm not sure, the installer is downloaded from purchase email link, and the file property says version is 5.8.4.7
Try this, re-download the installer, but this time from your account download page: https://store.stardock.com/myaccount/products. Download the latest Fences available in there. Install it, if everything goes well, as it should, reboot immediately after the installation done. Retest and report back.

I already refund the product, due to multiple issue I've encountered.
I re-download the installer from your official website, same issue occurs.
This bug is about the installer, not about installed product itself. The installer can install software, but the installer UI is not usable at all.
Sorry to hear that, do know, there are lot of other user that have no issue installing Fences in their system. I really not sure why it don't work on your system. If you like, you could test installing it into a Windows Sandbox system: https://forums.stardock.com/486084/fences-support-faq#sandbox.

You need to know, English is not the only language in the world that people use.
I use Chinese language in my OS, and I'll not change my language setting of my OS, because it works with games, and other software, and I also use English language with most of my installed software without problem.
You can solve this issue by let user choose installer language at the beginning of the installer. This won't solve the issue, but at least user has other option to avoid the issue.
Feel free to ignore it, as I said in another post, I already refund it, and I'm not going to use this software anytime soon due to terrible experience.
Actually there is lot of Fences Chinese user that came in with garble text on Fences setup windows, but none have issue in installing it to their system.The installed version should still work normally.
As for the garble text it is known issue and Dev has come back mentioning that the issue will be look at and hopefully be resolved on next update version. Refer here: https://forums.stardock.com/529386/get;3940455.
