When I snap a fence to the top of the screen the header used to move to the bottom of the fence. This no longer happens. The header remains at the top.

Sorry to hear you are having issues. Try this, under Personalization tab, click on More options. Check the "Move titlebar to the bottom...." If it is actually enable, disable it and enable it again. Check if that return the behavior you looking for. Report back.
