Settings Icon Not Changing

All icons change, *except* for settings

Hi, I'm pretty new to using IconPackager, and I have it on two PCs -- one is Win10, one is Win11. Right now, I'm more concerned on the Win11.
I am trying to use packages that change the icon for the Settings app, but it appears that no matter what package I use, it will not change. This issue is also on the Win10 PC, though I'm not as concerned with it; the Win11 Settings icon is so ugly I can't stand it. I have tried changing the icon to something else as well, which you can notice if you look at the original files, but it did not work :(
This software is a little difficult for me to understand, but I am desperate, so any help would be appreciated.

Sorry to hear you are having issues. From what I observed, Windows has make it so that it is not possible to change the Setting icon. But, I can be wrong. And, someone who know more could come in and share some tips.

I agree with Basj. There are some icons that IP cannot change in Wndows 11 anymore. You also will not be able to change image file types if your default image app is Windows Photos.

You can change the icons on your start menu if you are using Start11. I created a set of Windows Settings shortcut icons for use on the Start11 menu. You can find them on WinCustomize at
