Icon Developer!

There are some basic quastions for which I hope somebody can advise!
I want to create completely new icon by clicking file>new>icon. What I see is the screen which looks a bit like the board of minesweeper or to paint by numbers type grid with belonging utilities like paint brush, paint bucket, eraser, palette etc.
I assume that inside this grid I'm not able to develop (create) fine shining icons with all shades beacuse I do not seee the clear image but a lot of pixels which do not clearly give the visual overwiev of the things I'm creating.Am I right in this point??
If I'm right I assume that inside this "grid" I can only create rough and simple icons with straight lines?!
For creating fine glossy icons I need something like paintshop, photoshop or similar? Am I right! After creating I import them into icon developer and create ....ico file making out of them different sizes (16x16, 32x32, 48x48 etc)?!

While other icon editing programs come with their own built in editors, IconDeveloper assumes that people making icons are going to either make their images in Photoshop or take an existing image (PNG, JPG, etc.) to turn into an icon. As a result it only takes a few steps to take a graphic file and turn it into an icon -- with all common icon sizes/formats created automatically.

IconDeveloper also allows users to easily change the color of particular parts of an icon and entire sets of icons at once without affecting other colors. For example, a user who wants to turn all of their folders from yellow to blue without affecting the other items on that folder icon can do so easily
