In Start11 2.5, is it possible to move icons from the notification area to the taskbar itself, so I don't have to expand that area to see them?

Unfortunately that is not possible.

When you click the overflow arrow of the System Tray to see the hidden icons, you can then drag them, one at a time, to the Tray so that they will always show. You can also accomplish this by using the Windows Taskbar settings > Other system tray icons, and turning them all on.
