Lock Fences and Lock Icons for dementia patients

Please reinstate Lock Fences as standard menu item. The only way I can lock them is the registry fix. I can't understand why that isn't a standard feature.

Also, please consider adding a Lock Icons function. My elderly mother is amazing at destroying her desktop. I need to lock down EVERYTHING so she doesn't drag icons off and delete them. So tired of rebuilding her desktop.

For dementia patients, having a fool-proof permanent desktop with categorized icons in different Fences with icons that can't be dragged away and deleted is a real need. Please implement.
