You didnt mention the error you are seeing, but, Fences activating means your subscription should be fine. Groupy is probably failing to save its activation locally, not getting rejected.
A couple of things that may be worth trying.
Since you deleted the Stardock folder in ProgramData, check its permissions too. Right click the folder, Properties, Security, and make sure your user has write access. A deleted folder can come back locked down. Is Fences still activating fine after you deleted the folder, are the permissions different between the Fences and Groupy folders?
Check Controlled folder access, under Windows Security, Ransomware protection. It quietly blocks programs from writing activation data and never shows an error. Turn it off, activate, turn it back on.
Maybe try running the installer or software once as admin to activate with elevated permissions.
