Powering Your Buildings in Ashes of the Singularity II

In this developer journal for Ashes of the Singularity II, BATTLEMODE shows the changes to the Building Construction system and the new Power mechanic. Many Buildings can be constructed in a single Region now, limited by the Power in the region.

Going off the description, not the video. If buildings are capped by the power in each region instead of a flat slot count, then the way to build more is to hold more regions, which is the expansion pressure I was on about in the demo thread.

What I'd want to know is whether a region's power comes with it when you take it or is something you build up. If you build it up, sitting on one region pays off again, and that's the quiet game coming back.
