Auqa effect, how do u make it?

Ok, i have Photoshop 7 and i have no clue how u all do the auqafying effect. I can do it in Corel DRAW 10, but it looks crappy. Plz hlp. Ive tried everything!!!

Sometimes I do the really bodged method of creating a white ellipse and reducing the opacity to 45%.

Be warned though, it will only look acceptable on smaller images.
