Looking for suggestions re: Free/Shareware apps for image creation/editing

I'm new to skinning and would like to dabble a bit. Any suggestions regarding a good (and easy) Free/Shareware app to create icons and other skin images from scratch? The styles I'm interested in creating would be similar to iSkin by Judge and LaST (Cobalt) by mormegil (BZ to both of them).

One of the better free ones is the Gimp. Although it can be a little difficult to master.

The GIMP is definately your best choice. It's not an easy program, but it sure is powerfull. It's free and open source: www.gimp.org
