Windowblinds is the program that applies the change. Skin Studio is the program that creates the change.

Another way, to merely adjust the start button is by downloading a freeware program called Resource Hacker, and adjusting the explorer.exe program. This being an option if you want to use the standard version of Windows, and aren't wary of modifying system files.
