Etiquette? - updating an old WB skin

I'm working on a 'steampunk' theme, and rather than re-invent an impressive wheel in the form of Allen Bond's Iron Horse 1.0, I would like to modify it to my tastes and update it to current standards.

Assuming I get Mr. Bond's permission, is it acceptable to upload the result here?
