I'm just floating a boat here, following a suggestion by Ray regarding theme vs locality empires. I looked down the list of empires, which peters out around the 200 mark, and distilled all that I could identify positively as locality based. The Commonwealth could be an overriding identifier (besides, I liked the SF show - come aboard the Andromeda Ascendant to recreate the Commonwealth!). Localities as follows:
Canadian
European
MWC
ANZAC
New Texas Republic
Rheinland
Asian
Finlandia
Australian Republic (who ARE you? why aren't you in ANZAC?!)
Republic Quebecois
Scandinavian
Children of Slovakia
Danish
Belgian
Food for thought? Dunno how it would quite work - maybe members keep individual ID and tally up total point score of all members, etc. Anyway - talk it up and give feedback!
