Galactic Resources

I think it would be cool to see a category of "galactic resources" - that is to say, "structures" that provide benefits to all planets in your civilization without necessarily being free of upkeep like a Trade Good or Galactic Wonder. I am thinking specifically of the News Network and Entertainment Network here off the top of my head, though I'm sure there are others that apply or could be developed. Sure, with such structures like a Multimedia Center or Harmony Crystals or the like, it makes sense that they would have to be built on each individual planet that needs them, but it strikes me as odd that GNN would. Basic resources could have a set upkeep of 1 per star (or 1 per planet, whatever worked best in testing), while any particularly powerful ones could be 2 per system or the like.

Ah well, this is probably something that would have be in a sequel anyway (where they might somewhat subsume free wonders), rather than an expansion... but who knows. Anyone else have any thoughts on this?

On a related note, you could accept advertising and programming from alien civs as a source of income to defray the cost of the networks, but this would give them a measure of Influence in all your systems... or you could make deals to expand your networks into an alien civ and gain influence there.
