Suggestion: Culture flip => Civil War

Right now culture flipping a system can easily gain a player 20-100 billion people. Compared to a planetary invasion where the entire population is wiped out and then replaced with the invading force (usually a few billion at most) this is an extremely effective way of getting new planets.

To balance this, I think there should be some strife in a system when it first fails against influence (skull icon appears) and a civil war when the system is flipped. For the first failed check, just kill of a small percentage of citizens and have a small risk of social projects being destroyed. For the second failed check, run a battle (planetary invasion style) with the populace split between revolters and loyalists with say 5-10% of improvements destroyed.

Well it would limit population gain via culture flipping and put improvements at risk - a good thing IMHO. It just seems wrong that an entire star system decides en masse to defect with no struggle at all from security forces etc.
