Is it a "Premium Suite" or a "Theme".....need help finding..

I was telling a friend about the "Oxidized" skin and wanted to show it to her so I went to the "store" tab looking for it , but I didn't see it anywhere.... is it a "premium suite" or is it a "theme"? What is the difference?
I didn't see it on that page. Is it elsewhere?
