Can you still see all alien ships in the diplomacy screen with the latest beta?

I haven't had a chance to try the latest beta (1.09A.002) yet. I was wondering if the issue with being able to see every ship through the diplomacy screen is changed (it completely eliminates the need for sensors and the fog of war). If it's not changed has anyone heard from Stardock whether they will change this?
