Do you think cultural influence should not be as strong?

While playing GalCiv, I've seen it to be all too easy to flip planets to your side. If a race likes you, then they do nothing when you put party palaces next to their planets. If they hate you, then I'm usually already at war with them anyways. I've haven't tried to assimilate someone who is neutral towards me to see if they react then. Granted the smartest I've put the cpu is Intelligent, but even then they haven't threatened me if they like me.
Cheap strategies make it worse like trading the AI for an influence starbase in their territory or trading a flipped planet back to a race for a bunch of stuff and then wait for it to flip back to you. What do you think about all this?
