Why don't my constructors being with full movement.

In one of my sectors the speed has been boosted up to 18 and all the ships that I build in the sector start with 18/18 movement EXCEPT constructors. They always being with 7/18. Why is this?

The speed bonus is not added to new ships on their first turn. It is added on later turns. I'm not sure if there's a bug or a feature.

It's definitely a bug, I've noticed this too. Everything else certainly gets it, it's only constructors that don't.

I suspect that someone is checking for the wrong attribute in keeping starbases from getting the bonuses (and thus being able to move).
