I can't post in the bug thread for some reason

Here is a two part post.
Part one: I can't post in the bug thread, it says that I have to become a member, well I am a member and I am logged in, I can create threads obviously, and I can post in other threads, just not the bug thread.
Part two: (The bug I wanted to post) If I play at normal difficulty or above I have zero population growth. It doesn't matter what my morale or approval rating are, what my taxes are set to, or other what econ sliders are set to. Events, and pop growth stats don't effect it either, I simply have zero population growth, period. PQ doesn't effect it, and generally in the early game I don't colonize below 15 anyway. It doesn't happen on lower levels but the game isn't worth playing on low levels anyhow. Basicaly this means that the game is either so ridiculously easy that it is worse than boring or is impossible.
