Starship bonuses

How does the program calculate what the attack and defense value of a ship are when you have a starship quality bonus?

The bonuses are usually expressed as a percentage increase. After applying the bonus, the numbers are rounded down. The effect is that the bonuses don't do much for smaller ships.
For example if you have a ship that does 2 damage a 10% increase is 2.2 damage, rounded down is still 2 damage.
For the same 10% bonus, a ship that does 30 damage would then increase to 33 damage.
