Weak AI?

I'm admittedly not very good at GalCiv yet, but I was playing on "Normal" and getting smoked. I had about 15-20 systems and was the 2nd or 3rd lowest civ. Anyway, the Arcaen AI up and declared war on me without any provocation I know of. I tried to make peace by offering ever last system I have, all my influence points, and all of my money and they still wouldn't take it. This seems like a flaw to me. If they hate me enough for war, and the purpose of war in this game is to capture systems and exterminate an opponent, wouldn't a diplomatic means to that end be acceptable?

As posted in a couple of the threads you'll find here, having a weak military is a sure way to get shot at by somebody - regarding why the Arceans went to war with you. Keep an eye on the Military graph on the right side of the screen, and try to keep in the top 1-2 spots - most opponent's won't risk a fight, however much they hate you.

Regarding the attempted surrender: Perhaps they wanted you to suffer? Check out how EBZeroMatrix feels about Altarians (in virtually any thread!) - it goes past simple war all the way down to vengeance. Nobody outside of Stardock REALLY knows how the AIs are coded, but it's possible there's a streak of bloodthirstiness in them thar Arceans.

If an AI perceives any weakness in your civilization, then it will take advantage of that weakness and exploit it (you). I know what you are referring to, as it has happened to me before. Especially if you lack an average tech level, the AI will usually declare war on you. No matter what, get those Translators asap. They help out loads to put those Arceans in their place. Building measly starfighters by the dozens will do wonders to you military level, even if the AI's ships could crush you.

From what I see, the AI would refuse to accept peace if they deem that there is a huge gap bewteen you and them in terms of economy and military.
