They change apparently at the whim of the powers that be - you need to perform "meritorious service" and have it seen by eg frogboy.

I just rescued a mosquito that was drowning in beer, does this count as a "meritorious services"?

I think I blew it them, that was strange because he gave a big fight when I was rescuing him, maybe I misunderstood the signs, maybe he was saying get out of here, instead of help I am drowning!!! LOL Still I will consider it an act of "meritorious services"
