quick culture (skull and bones) question

at one point, i was informed that a planet of mine was in danger of rebelling to the Arceans. well, several dozen turns later, i have built several culture starbase modules and improvements, and now i drastically outshine the Arceans in culture... this sector is 1624 compared to their 199, yet the skull and crossbones has not gone away from my colony. is my colony still actually in danger of rebeling!? someone please tell me what's going on here!

The skull and crossbones never goes away. Your planet is in no danger of rebelling though. TO rebel an enemy culture must be strnger than yours and your planet must fail a cultural resistance check. When this happens a skull and crossbones appears. If it happens a second time the planets rebels. Because you now dominate culture in that sector it can;t happen.

An interesting thing is that if you destroy your colony and resettle it, it will still have the skull (i.e. you can't build a colony ship to prevent a planet from flipping - though you can use transports if it does flip, but then it's war).

There are other things that you can do like going to the planet screen an check for morale, increase the amount of money used for propaganda, try to build culture center, embassy, etc and try to build a starbase and place it beside the close allien planet that is threatening your colony and build culture modules on it. Wait a min.. Sooooooo, if a planet needs to fail the culture check twice to flip, and the Jolly Roger is a sign that it has failed one of those, then.....

If it never disappears, then even if you get things undr contorl, and somehow lose that control down the line, then it still only has one fail to go before flipping? (IE: there has been say 50 turns since the first failure). That is not right imo

If a planet flips, Does the JR stay also?, meaning once a planet flips, then it only take one failure to flip it again?

What if the first JR failure was from a different empire? Say the Yor have the JR because of a culture battle with the Acheans, and I snuggle up next to the Yor. Will the Yor with the flag have to fail twice against me, and only once against the Acheans? Or is it the first man wins in that situation.

It must fail the flip test twice in a row and then the planet will flip and the flag gets reset for the new empire. And once again it must fail twice in a row to reflip.

Yes getting the flip test fail once and the flag staying forever is annoying.

Correct me if I'm wrong folks.

I have had some planets in the same situation and after increasing the propaganda like to 2-5 bc per month, building embassy and cultural center and building the starbases, the flag went away only after my culture influence outgrew the influence of the other culture, but the flag went away.

This problem of a flag never being reset was highlighted a while back so maybe it is already fixed in the latest versions.
