How do you think, for what there are Encyclopedia in turn-based strategy games?

IMHO it must give useful and correct information.
GalCiv developers think that it must mislead players so it will be harder to win (because AI definately not using it). It's an intresting opinion. I know that we live with a democracy government and everyone may have it's own opinion. But i still think that Encyclopedia may be incomplete (which is bad anyway), but at least there mustn't be HORRIBLY INCORRECT information.
