on the highest difficulty level, the enemies cheat, dont they?

to my knowledge, the AI does not cheat at galciv.
however, the AIs ive put on the highest difficulty level (was it masochistic?) seem to have some kind of a head start ... or am i mistaken?

The AIs get a bonus at Crippling and Maso. Not really cheating, just an advantage. Ray has the numbers.
