Where can i learn to skin widgets& APPLE widgets rock check out thier look

I am good at skinning many aplications but i have only just come across widgets,so if some one culd send me a link on how to that would be great.
http://www.apple.com/macosx/tiger/dashboard.html now those are what i call widgets are thier any windows version like these?
