declaring war

Maybe I am just having a mental block, but there doesn't seem to be a way to flat out declare war on another race without actually attacking one of their ships.

I wouldn't be surprised if there is one, but I just can't see it

Yes, there isn't a declare war diplomatic option. The equivalent is selling/gifting an Attack treaty to someone.
