New military strength calculation in 1.04?

I've been too lazy to try the beta out yet...has anybody figured out what gets factored into the Military rating in version 1.04? I've heard it now takes more than just attack strength into account.

Based on the one game I played with yesterday's version of 1.04, it seemed to me my defensive force got better rankings than in the past... never had to build AMMs for deterrence.
