Treaties? How?

I'm a little confused, guys... I played GalCiv all the way through, had researched ALL of the technology possible, and yet, I was still only permitted to offer Attack treaties... no alliances, no anything.

Why is this? What must I do?

In order to get Alliances with AIs, you need to have Close relations and must have the Alliance technology. You may not have ever gotten to Close relations in your game.

You are only offered an Alliance if your relations with the AI is "close"

To improve relations, have a good diplomacy rating and give them gifts. If your diplomacy rating is much higher than the ais then you can get away with giving them 1 influence point every 3 or 4 turns and soon you will be close with them.

Trading with an ai also helps improve relations.
