Official library files?

Are there any "official" downloads you can add to the game? I am curious if adding custom events, techs, etc. will prevent you from uploading a score to the Metaverse. If it does, are there any mods that still allow you to upload scores? After having played through a few times now, I am tired of seeing the same old events, especially the planetary decisions (the ones you sometimes get when you first colonize a planet), and it would be nice to get a little more variety. I know that Frogboy has created at least a few modifications; do these count as official?

You can use any of the mods posted in the Library, just try to avoid those that increase your PQ way too much. And try to avoid milking the AI very early in the game (money for techs).
