Why oh why do the AI races never submit to extortion, even when things are looking grim for them??

They sometimes do, but will only do so once in my experience. You have to wait for a while before asking again.

The times I can do it are when beating the ai tails in war and you are vastly superior to them in military.Then when giving peace treaty ask for a planet or several techs.Sometimes they refuse and I will take one more planet and repeat the process.Eventually they will give you almost anything.

You need more military than them, and a good diplomatic skill (Diplo translators for instance). And then it depends on what you want to extort from them: Money, planets, techs?

Hmm. I prefer to try the extortion from the other end of the threat. Instead of saying "give me this or I will do that", I prefer "I did this, and if you want it to stop..." In other words, limited wars followed by peace treaties very beneficial to yours truly instead of merely stating demands before hand. Even when I could get the old-fashioned way of asking before the gloves come off to work, it was more like a one time deal. The recharge rate before being able to successfully extort anything else by merely asking seems like a long time. At least a year, but I have not counted exactly how much longer.

Indeed.

Try checking how much monehy you can extort (1 BC?) if 0 BC, look at how many IP you can extort. If 0, you either already threatened recently, or don't have enough military strength to be feared. I think diplomacy skill will help you extort more but will probably not change the threshold at which threats start working. I may be wrong, though.

I will ask and if refused then attack and then offer a treaty for money,tech,planet etc...and couple months later rinse and repeat to another.
