Get Galactic Library in a Package? Translation?

Hi,

is it possible to get the library stuff in a package or must it be downloaded 1:1?

Since the publisher will not offer any localized versions for the library stuff and up to now not even for the patches I suggest some "open source" project for the translation.

I'm willing to help and translate stuff into German, but somehow it should be possible to let the community participate.

Can Stardock offer a place where this could happen?
