Starting abilities

I'm having a problem understanding how some of the starting stats work (or maybe they are buggy):

Economics: With 0 economics I get 12 income/turn (quality 20 planet) on the first turn with the tax rate at 33%. With 50% economics (20 from government, 30 from max economics) I find I got 13 income/turn with the tax rate at 33%. I would have expected to get 18 income/turn?

Social/Military production: According to the manual, half of the bonus you get from these starting abilities should be free production, but I don't get any free. Which makes these abilities seem largely worthless - just gives you a higher cap for maximum spending but I never find myself reaching the maximum anyhow.
I also checked how much free production I got later in the game with both 0% and 70% social/military production and it was the same in both cases.

Research: This on the other hand you do get free. In fact you seem to get all of it free. At 100% research spending, with 50% government spending I got 12 research on turn 1 with 0% research, and 11(6) research on turn 1 with 50% research.

Econ: your income is more complicated than that. You get some income just from owning a planet--this is based on the PQ. And you have some income based on the population. Your econ bonus is applied only to the population-based income.

Social/military--the manual's probably out of date. It was stated long ago that they're not free. Military production is still a nice pick since it allows you to crank out colony ships more quickly in the early game. I don't care for the social production ability though.

I expected it to be like military and social production. *shrug* but if those are the numbers, then sure, I guess it's all free. I don't remember it working that way but maybe it was changed in some patch.
