Mods that are balanced?

Hi. I just started getting interested in mods and wanted to make one or two of my own, but I've got to say I'm at a loss for how I could determine if something was balanced or if the bonuses it gives are just too great. What do you guys do when you make a political party to make sure it's balanced?

are you using galciv writer. if so when you add a trait to one side it gives you a number at the bottom (i blieve its a percentage gained factor). all i do is make sure that both sides are roughly equal. dont forget you can make any changes you want as the computer can pick your party as well. if you want acouple of mods to look at try this link http://files.galciv.org you can find a link to the writer there as well. hope that helps. ooh one thing, always try your mods on yourself before you publish them.
