Crime?

I just ran into a tech in a mod I downloaded from the Library (Tourism, from Nand1's "Good/Evil Improvement Pak") that had under it's ability increases "Crime+10". I've never heard of the Crime stat before, but now I have Crime+10 on my stats page. Is crime more of a problem in my society now? Am I better at crime than I used to be? What is "Crime" anyway? And is there a list somewhere of all the stats and what they do? And why doesn't this forum support italics? I don't like the way bold looks, and I really don't like webpages that underline things that aren't links. It's confusing and it leaves me very few options for emphasising words.

There are many stats like crime, but I've no idea what their effect is, nor whether this is documented.

Originally there was intended to be a system where, if your treasury was really large, or your income really high, you'd lose money to graft (governors not reporting all taxes, government officials tapping the treasury for pet projects, and such). Crime was intended to offset that effect slightly. I don't know if either part of this is actually implimented.

Some of the abilities in Gal Civ won't be in use until Gal Civ 2.
