Can't find anything in search on this. How do I open these portals to spy on other empires?

It increases your espionage ability.  So when you go to the foreign policy screen, and you use the slider, you get more bang for your buck.

Thats' too bad it would be cool to be able to open a little window and be able to see thru the fog of war at any point in space. Be a manufacturable entity like a ship... but better than a sensor drone cause it can't be destroyed and can go anywhere in a turn

Well, if we get cloaking implemented in Gal Civ 2, you could always create a mod of a sensor drone with the cloaking ability. :)

I think GalCiv2 is not an update but a whole new game, which will be to GalCiv what Civ2 was to Civ...

Yeah, Gal Civ 2 will be a full game.  It's going to be very cool, though. :)

I'm sure it will be cool. Why, am I alone in thinking Civ2 was better than Civ? (Although I missed the bit at the end where it ran through what happened)
