Which skins are you trying to install. Windowblinds? or some program other skins? What is the filename you downloaded including the extension.

You will need to download and install one or more programs from Stardock https://www.stardock.com/products.asp Look at the top of each library where you download skins, and you will find a link to the corresponding program.
