Game lockup upon Tech Sharing UP issue in 1.13

We have a few players reporting that the Tech Sharing UP issue causes a complete lockup of the game in 1.13. Cari is looking into it.

Personally, I've deleted the TechRevolution02.UPISSUE file in Galciv/Data/UP_Issues to pre-empt the problem. You might want to delete or rename the file yourself if you encounter this.

There are actually two tech sharing UP issues but reports seem to point towards TechRevolution02 which has the 8,4,2,0 techs options.

Delete TechRevolution01.UPISSUE as well. it too is causing CTD. deleted all up issues except 01 and it crashes on every try. best guess the tech type "Trade Sharing" does not work in this version.
