Victory conditions, score and gameplay

I know we have just gotten 1.13 and should be playing our asses of, but still...i have been thinking about this for a while and can't keep it back any longer.
I would like to be able to go for cultural and tech victory without it hurting my score.
Apart from wanting the nerfing of scores for these 2 victory conditions removed i would also like a change in gameplay to make it harder to achive these 2 victory conditions.
Tech victory/Beyond Human:
Since human players are much better exploiters than the AI, i believe this could be made harder without hurting the rest of the game simply by lowering the percentage of research bonuses which ends up as "free production"
Cultural Victory
Here is how sector influence is calculated:
1st: Your civilization's total monthly influence (i.e. all your star systems added up) / (Number of sectors in the galaxy).
2nd: Then it looks at how far away from a starbase or star system that sector is and the further away, the weaker your influence is.
3rd: It looks at what starbases are doing in a given sector. I.e. are they magnifying influence there.
4th:: Then it multiplies that amount by 5 (you'll see why in a second).
5th: Then it does adds the influence from the adjacent sectors to the total without mutiplying them by 5 (this way, local influences weigh much more strongly but what's happening in other sectors matters some too).
if the multiplier in 4) was raised this would mean that you would have to build more magnifying SB's and thereby adding a more strategic gameplay to this kind of victory.
Please do comment on the possible exploits or results i didn't see when figuring the above out.
