Poll - other options for starbase stacked effects

Has any thought been given to other alternatives than the boolean stack / no-stack choices given in the poll? I'm thinking along the lines of:
1) Change Starbase effects so they are only effective within a 3 square radius of the starbase (dump the entire sector thing), makes it *necessary* to build many starbases to get good coverage in a sector and makes starbase stacking less effective as you reduce overlap area of multiple bases.
2) Change Starbase effects so they have a variable range (ie Attack Drones +3 attack, range 5; Gun Batteries +1 attack, range 1) which makes the choice of upgrades much more relevant.
3) (Probably the easiest from a coding change pov) Have a diminishing return on stacked effects, ie the best starbase in a sector gives full bonus but additional starbases only give a fraction of their full bonus. For example two bases with ship attack +10 and +9 respectively would no longer give +19 but rather (+10)+(sqrrt(9))=13. Play around with some different formulas to avoid having 20 bases with +1 being the most effective choice
