Races eliminated by culture don't realize they are gone

I have seen several posts about eliminated races coming back, so I don't know if I am rehashing old news or providing additional information.
I have eliminated two races culturally, the Torians and the Altarians. Their last planets have rebelled and joined my empire, they no longer show any influence on either map, and they do not show up anywhere in the diplomacy screens. However, if I go to war with one of the remaining races, I still get messages from the Torians and the Altarians saying "You are at war with my ally....". Also, I am still paying tribute to the Altarians, even though there is no one to collect.
Has anyone else run into this? Is this a known issue? I intentionally agreed to pay the Altarians a rather large sum of money for a really long time knowing they would be eliminated so I wouldn't have to pay them.

Those are bugs in the system, have you updated to the last patch v 1.13?

Do you want to come and join the Empire of The Light?
But remember you must remain Neutral or Good to be part of this empire.

Want to finish my current game before updating.

Not sure which empire I want to join, yet. Haven't decided if I want to play the light side or the dark side. Still learning.

Yes, don't update before finishing your game, by the wat what version are you playing?

Dr: If you're still using 1.04, your score will be much lower. Be sure to update as soon as you finish your current game so you will get the best scores.

GalCiv extracts payment anyway. Be warned. YOUR payments, incoming from a dying civ, will cease, but your outgoing payments will not. Fair? No. Still good for the game, though, so that players can't exploit free goodies in the fashion you attempted to do. :)

As for all the sales pitches, good grief. Advertising is one thing, but a hard sell is like trying to catch flies with vinegar. ;)

The Allies thing would appear to be a bug, but I've not seen it, so that probably got fixed in a later version (if you are indeed using an obsolete version).

Sorry, folks, been away for a couple days.

#3 & #4 - How do I tell what version I am running? I am running whatever was in the box when I bought it retail last week. (Forgot to update before starting my games :p )

#6 I wasn't trying to exploit a "free goodie". I was playing as I would in a real universe. If I am going to crush a civilization, I would promise them anything they wanted to get what I wanted before I crushed them like a bug. That is intelligent management, and exploitation of a race, which is what this game is all about, right? ;)

On the top of options menu it should state the version. It might be a good idea to upgrade.

If you don't have Stardock Central (program that manages Stardock sw and serials) it can be found here
