gal civ: not enuf micro policy

i'm starting out and learning this game, but i've played things like master of orion and civilization. here's the context: from what i gather, you as 'emperor' of your civilization can toggle three sliders to change the spending ratios between military, social and research. now there seems to be only one screen for this; that is to say, this spending ratio applies to ALL planets in your control. you can't seem to have different spending ratios for different planets. A PROBLEM i see with this, is say i only want one ship to be built- say by one of my highly industrialized planets- and the rest of my planets to focus only on social projects and research. say i set the sliders to some portion for military and social and research- say one third for each. then my one planet building my ship will spend a third of its resources building the ship, which is fine. BUT, if i tell the other planets to build nothing military, THEY STILL spend a third of their resources devoted to military, BECAUSE the macro sliders seem to apply to all my planets. and that's just complete and utter waste, when what i really intended was for my smaller fledgling planets to focus on themselves as much as possible and not build ships.
can somebody tell me if i'm wrong here? or if i'm right, what can be done???? thanks
