Bugs for 1.49 beta

A couple of bugs

1. at about Dreadnaught, the ships graphic is not loaded and hence the ships built are invisible. one needs to restart the game and load the game to see them. this happens in 1.13 and before as well....because

2. cannot load saved game. it crashes Galciv after 100%.

I like the minor players being more minor. Also like the pictures for them.

Stardock certainly knows and has more or less said it isn't going to be fixed.
